Announcements from Transport for London, Bath and North East Somerset Council, Birmingham City Council and Portsmouth City Council, confirming introduction dates and charges for pre-Euro VI diesel trucks, have been supported by offers of grants for smaller businesses to upgrade to compliant Euro VI vehicles.

With some Clean Air Zones already in force, and funding capped and shared amongst other vehicle types, operators should contact their local dealer for assistance with the application and propose an affordable package to acquire a compliant new or used DAF. With such generous funding support, acquiring a new truck may be more affordable than you think.

Greater London

Surrounding the existing Ultra Low Emission Zone and effectively extending it for HGVs, the current London Low Emission Zone, which covers the Greater London Area, is subject to more stringent requirements from 1st March 2021. Diesel powered vehicles greater than 3.5 tonnes GVW which don’t meet the Euro VI standard, are subject to a daily charge of £100. From the same date and in the same area, goods vehicles greater than 12 tonnes GVW will also need to have a HGV Safety Permit. Grants of up to £15,000* are available for sole traders, micro and small businesses and charities to upgrade from a non-compliant HGV to one that meets Euro VI.

Bath’s Clean Air Zone covers the city centre and came into effect from 15th March 2021. HGVs exceeding 3.5 tonnes GVW which do not comply with Euro VI, face a daily charge of £100. Individuals, charities, sole traders and small businesses may be eligible to grants of up to £20,000 if they have chargeable, non-compliant vehicles that travel frequently into or around the zone, or if they operate from premises within the zone. Priority will be given to those located in B&NES and neighbouring areas.

Birmingham

Birmingham’s Clean Air Zone is set to come into force from the 1st June 2021 and will cover all roads within the A4540 Middleway Ring Road, but not the Middleway itself. Non-compliant HGVs will be charged a £50 daily charge. Grant funding of up to £15,000 per vehicle is available towards the purchase cost of a new or used Euro VI compliant HGV.

Portsmouth

Portsmouth’s Clean Air Zone is planned for November 2021 and will cover an area focussed around the city centre and the southwest of Portsea Island. Non-compliant HGV’s will have to pay a daily charge of £50. Operators can apply for funding of £16,000 for each non-compliant HGV they have. This is intended to help them upgrade by retrofitting their vehicle, or purchasing or leasing a compliant one. There are 50 grants available, which will be assessed on a points based scoring system. Operators can apply for a maximum of 3 vehicles. Further details about funding can be found on the Portsmouth City Council Clean Air Fund webpage.
